Adoption of the 2026/27 Annual Budget
Council has adopted the 2026-27 Annual Budget, delivering a measured program of investment in local services and infrastructure while responding to rising costs and broader economic pressures.
The budget is backed by a strengthened financial position, with the Town improving its reserves, maintaining low debt and continuing a strong focus on long-term financial sustainability.
Following community feedback, Council reduced the proposed rate rise from 5.9 per cent to 4.9 per cent.
The budget includes more than $35 million in infrastructure, facilities and services across the Town, with major works including projects at Jubilee Reserve, Bassendean Oval, Ashfield Flats and Point Reserve, as well as ongoing road safety upgrades.

Dog exercise area designations confirmed
Council endorsed a majority of the existing mix of on-lead, off-lead and dog prohibited areas across reserves, but has requested further investigation and targeted consultation for Ashfield Reserve, Bassendean Oval, Hamilton Street Reserve, Iveson Reserve, Jubilee Reserve and Third Avenue Reserve.
The consultation will seek to explore potential changes such as time-based off-lead access. Council also resolved to explore potential opportunities for better separation between dogs and playground areas through fencing or other opportunities.
The decision follows community consultation, which showed mixed views but overall support for maintaining a balanced approach that meets the needs of dog owners, families, and environmental protection. Point Reserve will remain dog-prohibited to protect sensitive foreshore and wildlife habitat.
Draft Community Safety and Crime Prevention Strategy endorsed for consultation
Council endorsed the draft Community Safety and Crime Prevention Strategy 2026–2030 for public consultation.
The Plan sets out a coordinated, evidence-based approach to improving safety and perceptions of safety across Bassendean. It builds on existing initiatives such as CCTV rebates, graffiti removal and infrastructure improvements, while strengthening partnerships with WA Police, community organisations and residents.
Key focus areas include safer public space design, increased community awareness, developing a CCTV plan, and introducing a Commercial CCTV rebate program as well as initiatives to reduce antisocial behaviour.
The community will now be invited to provide feedback, helping shape the final Plan before it is presented to Council for adoption – so keep an eye out!
Road safety funding applications
Council approved funding applications for the 2027/28 Financial Year for major road safety upgrades under State and Federal programs.
The Town will seek funding to install traffic signals at the intersection of Collier Road and Iolanthe Street, a known high-risk location with a history of crashes under the State Government's Blackspot Program.
Council also endorsed a submission for improvements in the Broadway Arboretum precinct under the Low-Cost Urban Road Safety Program, which delivers traffic calming and safer streets at no cost to the Town.
If successful, these projects will significantly enhance safety for drivers, cyclists, and pedestrians across the Town.
New Privacy Policy adopted
Council adopted a new Privacy Policy in preparation for the upcoming Privacy and Responsible Information Sharing Act 2024.
The policy ensures the Town manages personal information responsibly, improves transparency, and provides residents with clear information about how their data is collected and used.
Transparency Statement adopted
Council adopted a new Transparency Statement, formalising its commitment to open and accountable decision-making.
The statement outlines how the Town provides access to information, engages the community, and goes beyond legislative requirements to ensure residents can understand and participate in Council processes.
59A First Avenue – Development Approval
Council resolved to refuse an application for two grouped dwellings (one existing) at 59A First Avenue, Bassendean. Council determined that the variation to solar access would create an unreasonable impact on the adjoining property. The applicant will have a right of appeal with the State Administrative Tribunal.
