How are rates calculated?
Your rates are determined by multiplying the rate in the dollar (set by Council) by the Gross Rental Value for your property (set by Landgate).
For example:
A property has a GRV of $28,000 and the rate in the dollar is 5.7925 cents. Rates will be $28,000 x 5.7925 = $1,621.90
Your rates also include an Emergency Services Levy (ESL) and Waste Service charge.
Gross Rental Value (GRV)
Gross Rental Value is the total annual rent a property might reasonably be expected to earn each year if it was rented out.
Any improvements to your property such as building a house on vacant land or additions to an existing house are likely to increase the value of your property.
Emergency Services Levy
The Emergency Services Levy is applicable to all properties in WA on behalf of the Department of Fires and Emergency Services (DFES).
The ESL funds WA’s Career Fire and Rescue Service, Volunteer Fire and Rescue Service, Bush Fire Brigades, SES Units and DFES Units throughout Western Australia.
Differential rating
A different rate in the dollar is charged for residential, commercial and industrial, and vacant properties. This is known as differential rating.
The residential rate in the dollar is the base rate. The rate in the dollar for commercial and industrial properties and short-term accommodation recognises the higher demand on the Town’s infrastructure and services.
The rate in the dollar for vacant residential, commercial and industrial properties is higher than occupied land in an effort to promote development and thereby stimulate growth in the Town.

Appeal your rates
If you feel that the valuation of your property is incorrect, you can lodge an objection against the valuation.
This must be made in writing and received by Landgate’s Valuer General, PO Box 2222, Midland WA 6936 or by Council within 60 days of the date of the issue of the rate notice.

If you have lodged an objection, you must pay your rates in full by the due date. Refunds will be given where the valuation is reassessed.
