Success Hill Drainage Diversion Project


The Town of Bassendean is committed to delivering sustainable infrastructure solutions that respect our environment and cultural heritage. To achieve this, we have appointed Kier Contracting to install new drainage infrastructure along Eighth Avenue and Anzac Terrace in Success Hill.

This project addresses long-standing drainage challenges while protecting the Success Hill Reserve, a registered Aboriginal Heritage Site under the Aboriginal Heritage Act. By adopting an innovative approach, we are ensuring that this important cultural and environmental area remains undisturbed through this project.

The temporary pipe outlet at Success Hill Reserve foreshore captures surface water runoff from the surrounding upstream residential catchment area.

Development of a permanent solution has been under consideration for 8 years.

Environmentally responsible design

Instead of constructing large drainage swales and underground cells within the reserve—a solution that would have required significant excavation and environmental approvals—we have chosen a trenchless technology method. This involves using a horizontal drill at Kelly Park to install the new drainage pipe under Eighth Avenue, minimising surface disruption and impact on trees or vegetation.

Traffic management will be in place on Eighth Avenue and Anzac Terrace during the works, and we will take all possible steps to minimise inconvenience for residents. We appreciate your understanding as the works is carried out.

Kelly Park will be used as a laydown area for the drill and other plant/ equipment, with Tree Protection Areas identified and excluded. The Seventh Ave verge of Success Hill Reserve will be used to weld and assemble the pipe, prior to installation. 

By choosing this diversion plan, we are delivering a solution that:

  • Protects Success Hill Reserve and its cultural significance
  • Reduces environmental impact on trees and vegetation
  • Provides a reliable drainage system with easier long-term maintenance

This project demonstrates how thoughtful planning can balance infrastructure needs with environmental stewardship and cultural respect. It will also allow the Town to progress with the future stabilisation of Success Hill Reserve foreshore, including removal of the temporary pipe.
