The highlights from the July Ordinary Council Meeting (OCM) are below.
Jubilee Reserve clubroom floorplans endorsed
Council endorsed the final floor plans and elevations for the Stan Moses Pavilion and the Caledonian Soccer Club facilities at Jubilee Reserve.
Minor adjustments have been made to the endorsed schematic designs following a comprehensive engagement process with both the Caledonian and Stan Moses clubs. The adjustments focus on additional storage and improved access.
The project will now progress to pre-tender estimates and contract documentation.
This project is part of the WA Government’s PlayOn WA, an exciting initiative delivering community infrastructure across WA by 2030.
Quarterly Council Plan report – Quarter 4
Council received the Council Plan Quarterly Report for the period ending 30 June 2026, outlining progress for Quarter Four of the 2025/26 year.
The report showed 18 actions completed, 25 on track, and 3 not started, with many ongoing projects progressing across multiple financial periods.
One action remained under monitor and review: the Ashfield Reserve Masterplan, which is paused pending the direction of State Government’s Station Precincts Improvement Plan.
Street sweeping tender awarded
Council has awarded the tender for street and car park sweeping services to the Town's existing contractor for a term of three years.
Review of Local Heritage Listing and Local Heritage Survey Place Record - No.1 Kathleen Street, Bassendean
Council resolved to commence a place-specific review of Lot 17-18 (No.1) Kathleen Street, Bassendean, which is currently listed on the Town's Local Heritage Survey.
The review follows a request from the property owner, who questioned the heritage status due to the restoration works undertaken over several decades.
The place specific review will consider how to formally acknowledge the conservation work undertaken by the current landowner while maintaining recognition of the property’s heritage significance.
Town Centre Precinct Structure Plan endorsed
Council endorsed the Bassendean Town Centre Precinct Structure Plan to be sent to the Western Australian Planning Commission following consideration of community consultation feedback.
Council believes it is important to proceed with the Precinct Structure Plan, even in light of the State Government’s pending Station Improvement Plan, as it will set the Town’s vision for the development of the town centre and help guide the State’s planning process.
The Precinct Structure Plan will also provide a strong basis for the Town to advocate for its priorities during the development of the Station Improvement Scheme.
State Government underground power program review
Council passed a notice of motion requesting WALGA to review the WA Government’s underground power programs and reduce the upfront financial contributions for local governments and ratepayers.
