An ‘event’ is defined as any gathering of people brought together for a common purpose by some prearrangement.
Pursuant to Section 176 of the Health (Miscellaneous Provisions) Act 1911, organisers looking to hold a public event, either on public or private land must lodge an application to the Town, unless the event is held within a permanent facility approved to conduct similar events. Further, an application is required to be submitted to conduct any event that is public or private in a Town facility or reserve.
If your event is large-scale or complex, it's recommended that you contact an Environmental Health Officer at the Town on 9377 8000 to discuss your application requirements.

If alcohol will be sold at the event (alcohol provided as part of the ticket cost is regarded as a sale), an application will need to be made via the Department of Racing, Gaming and Liquor Portal in accordance with the Liquor Control Act 1988. A copy of your liquor licence is to be forwarded to the Town seven (7) days prior to your event.

Events which are deemed high-risk or large-scale should have a crowd management plan which allows for up to 2 crowd controllers per 100 attendees. Please complete the details below if the Town has advised that this will be a requirement of your event.
If applicable, a licensed electrician is required to check all electrical installations and complete a Form 5 Certificate of Electrical Compliance on the day of the event.
If applicable, a structural engineer or a person with sufficient experience or qualifications must provide certification of all structures such as stage and marquees by completing the Certificate of Structural Sufficiency form after the structures have been erected and checked by this person.
