Tender awarded for Jubilee Reserve Redevelopment

The Town of Bassendean has taken a significant step forward in the redevelopment of Jubilee Reserve, with Council awarding the tender for the design and construction of the upgraded Stan Moses Pavilion and Caledonians Soccer Clubrooms at this month’s meeting.

This milestone follows extensive consultation with local sporting clubs and is guided by the Jubilee Reserve Master Plan (2021). The redevelopment will deliver modern, inclusive, and accessible facilities that support growing community demand and increased female participation in sport.

Mayor Kath Hamilton welcomed the progress, saying: “awarding the tender is a major milestone in our commitment to revitalising Jubilee Reserve. This project will deliver high-quality, inclusive facilities that reflect the needs of our community and ensure Jubilee Reserve remains a central hub for sport and recreation.”

The redevelopment includes:

  • an upgraded Stan Moses Pavilion with all-abilities access including installation of a lift, improved storage, and improved viewing areas both undercover and a proposed wrap around balcony
  • new community meeting and activity spaces
  • modern unisex changerooms to support growing female participation in sport
  • upgraded public toilet facilities
  • refurbishment and extension of the Caledonians Soccer Club clubrooms, including at least two additional unisex changerooms.

Jubilee Reserve is one of the Town’s most popular sporting grounds, home to soccer, football, cricket, and little athletics. The 12.75ha site features six sports fields, making it an ideal location for a multi-use sports precinct that can host local and regional events.

The redevelopment is supported by $2.6 million from the State Government, $2.6 million from the Federal Government and a minimum $2 million contribution from the Town of Bassendean, with an additional election commitment of $2.6 million from the Australian Government being delivered under the Major and Local Community Infrastructure Program.

Western Australian Minister for Sport and Recreation, the Hon. Rita Saffioti MLA welcomed the decision saying, “This redevelopment is exactly the kind of community sport investment our Government is proud to support.”

“Modern, accessible and inclusive facilities make a huge difference to participation, especially for women and girls, and Jubilee Reserve will now be able to cater for the community’s growing demand.”

This project is part of the WA Government’s PlayOn WA, an exciting initiative to deliver 2,030 community infrastructure items across WA by 2030.

“Revitalising and upgrading the sporting facilities at Jubilee Reserve was a key election commitment made at this year’s state election,” said Dave Kelly, MP for Bassendean.

“It’s much needed by the community, so I am pleased it is now on track.”

The Town has also committed $1.6 million for the reticulation and lighting upgrades, supported by a $570,000 State Government grant through the Department of Creative Industries, Tourism and Sport.

Federal Member for Hasluck, Tania Lawrence MP also praised the progress, saying “I’m incredibly proud to see the project reaching this important milestone.”

“Local sport is the heart of our community, and these modern, accessible facilities will make a real difference for players, families, volunteers and clubs right across Bassendean.”

The irrigation upgrade will see the installation of a new automatic system to replace ageing infrastructure, while the new LED floodlights will reduce energy use, improve lighting quality, and provide more sustainable use of the irrigated playing surfaces.

The lighting and irrigation upgrades are due to be completed before Christmas, pending energisation of the new lights by Western Power.

It is anticipated that construction of the new clubrooms and pavilion will commence in 2027.
