March Ordinary Council Meeting highlights

The highlights from the March Ordinary Council Meeting (OCM) are below. 

CCTV and community safety 

Council considered a petition from Old Perth Road business owners requesting fixed CCTV cameras. While the petition did not meet formal requirements, Council prepared a response to acknowledge the concerns raised. 

The report endorsed the creation of a Townwide CCTV Strategy to be presented by December 2026. The Strategy will assess CCTV as part of an evidence-based approach to community safety, including effectiveness, locations, costs, capability, and legislation as well as identify funding opportunities. 

Council also supported a commercial CCTV rebate scheme, potentially offering businesses rebates of up to $500 after a framework and criteria have been developed. 

Deakin Street foreshore rehabilitation 

Council supported the intent of a motion from the General Meeting of Electors to remediate and restore the river beach at Deakin Street. 

A community led rehabilitation project will be supported, subject to budget approval and community engagement, with the Administration assisting with planning, approvals and grant applications. A $5,000 contribution will be considered in the 2026/27 budget to support early works or leverage external funding. 

ICT Strategy adopted 

Council adopted the ICT Strategy 2026-2028 and ICT Strategic Plan 2026-2028, setting the direction for technology enabled service delivery. 

The Strategy aligns with the Council Plan and focuses on cyber security, information management and the transition to modern systems.  

BIC Reserve tennis court upgrade 

Council voted to support the Bassendean Tennis Club’s Community Sporting and Recreation Facilities Fund (CSRFF) grant application to convert two grass courts to hard courts at BIC Reserve.  The application will be submitted when the 2026 grant round opens. 

The upgrade will enable year round use, increase participation and reduce maintenance costs. The project will be included in the 2026/27 capital budget  

Dog onlead, offlead and prohibited areas 

Council endorsed the proposed onlead, offlead and dog prohibited areas across the Town for public consultation to comply with the Dog Act 1976. 

A 28-day public consultation period will now occur before the matter returns to Council for endorsement. Signage at parks and reserves will be updated where needed to improve clarity and compliance. 

Memorial Seats and Trees Policy  

Council adopted a new Purchase and Placement of Memorial Seats and Trees Policy, replacing two existing policies. 

The new policy streamlines processes, reflects current practice and provides clearer guidance for memorial seating and tree planting requests. Only minor changes were made, ensuring a consistent and fair approach for the community. 

Urgent Notice of Motion  

Council moved an Urgent Notice of Motion to cease public disposal process of the Wind in the Willows and explore a new, community‑focused direction for the childcare service. 

The motion responds to strong community feedback, concerns about the proposed sale of the Wilson Street site, and a request from the Cha Cha Cha Group to withdraw from the public disposal process. 

Council proposes to request Federal and State government funding to develop a single, modern childcare facility through a competitive EOI process targeting not‑for‑profit providers. 

The Special Council Meeting scheduled for 9 April 2026 is now cancelled and motion will be considered at Ordinary Council Meeting on 28 April 2026.
