Amended Local Planning Policy No.18 – Short-Term Rental Accommodation

At its 26 August 2025 Ordinary Meeting, Council resolved to proceed with the draft amended Local Planning Policy No.18 – Short-Term Rental Accommodation (STRA), for the purpose of advertising.  

The amendments to Local Planning Policy No.18 (LPP18) bring it into alignment with the new State framework for STRA and Amendment No.1 to the Towns Local Planning Scheme No.11.

The changes to LPP18 aim to make the rules clearer and consistent with new State requirements for short-term rental accommodation (STRA). Key updates include:

  • STRA operators must now register with the Department of Mines, Industry Regulation and Safety (DMIRS).
  • LPP18 now only applies to un-hosted STRA operating for more than 90 days a year, matching State exemptions.
  • Policy wording has been updated to align with the State Planning Framework.
  • Clearer rules on occupancy, parking, management plans and codes of conduct, based on WALGA advice.

Hard copies of LPP18 are available at the Towns Customer Service Centre at 35 Old Perth Road, Bassendean between 9:00am and 4:30pm Monday to Friday, or at the Bassendean Library at 46 Old Perth Road, Bassendean during its hours of operation.

The period for making submissions will close at 5pm, 1 October 2025.

Following the close of the submission period, Council will review the submissions and consider the amended Local Planning Policy No.18 – Short-Term Rental Accommodation for final approval.
