Major milestones reached in Jubilee Reserve Redevelopment

The Town of Bassendean has reached key milestones in the redevelopment of Jubilee Reserve, with significant lighting and reticulation works about to commence and a request for tender open for design of the upgraded pavilion and clubrooms.

On Saturday 23 August 2025, the Town issued a Request for Tender (RFT) for design services to refurbish the Stan Moses Pavilion and the Caledonians Soccer Clubrooms.

The RFT was informed by extensive consultation with local clubs and the Jubilee Reserve Master Plan (2021). Submissions close on 19 September 2025, with a recommendation for a preferred tenderer to be presented to Council later this year.

This marks the first step towards delivering modern, accessible, and inclusive facilities that will ensure Jubilee Reserve continues to act as a vibrant sporting and community hub.

The redevelopment will deliver:

  • An upgraded Stan Moses Pavilion with all-abilities access, improved storage, and new undercover viewing areas.
  • New community meeting and activity spaces.
  • Modern unisex changerooms to support growing female participation in sport.
  • Upgraded public toilet facilities.
  • Refurbishment and extension of the Caledonians Soccer Club clubrooms, including two additional unisex changerooms.
  • Improved parking and access to reduce impacts on surrounding residents.

The redevelopment is supported by $2.6 million from the State Government, $2.6 million from the Federal Government, and a $2 million contribution from the Town of Bassendean.

The Town has committed an additional $1.6 million to reticulation and lighting upgrades at the Reserve, supported by a $570,000 grant from the Department of Local Government, Sport and Cultural Industries.

Work on these upgrades will soon commence. The irrigation upgrade will see the installation of a new automatic system to replace ageing infrastructure, while the new LED floodlights will reduce energy use, improve lighting quality, and provide more reliable facilities for clubs and the community.

Excavation and installation of irrigation main lines will begin in late August/early September, with completion expected by the end of November 2025. Floodlighting installation will begin in early September and is anticipated to be completed by 1 January 2026.

To minimise impacts during construction:

  • Works will take place between 7am and 5pm, primarily within the reserve boundary.
  • Traffic management, signage, and temporary fencing will be in place.
  • Some noise, vibration, and dust may occur, but every effort will be made to reduce disruption.
  • Sections of the reserve may be temporarily restricted, with access to footpaths and parking managed for community safety.

The Town has worked closely with sporting clubs to reduce impacts on training and matches.
