At its 24 February 2026 Ordinary Meeting, Council resolved to endorse the proposed creation of the Nurstead Avenue Heritage Area and an amended draft Local Planning Policy No. 4 – Heritage and Character, for the purpose of advertising.
The amended Local Planning Policy will impact all properties contained within the proposed and existing heritage areas. The proposed amendments to local planning policy No. 4 include:
Designating Nurstead Avenue Heritage Area by:

- A map showing the boundaries of the proposed Nurstead Avenue heritage area;
- A statement about the heritage significance of the area;
- A record of places of heritage significance in the heritage area.
- Design guidelines to ensure future development reflects the heritage significance and character of the area in the context of the applicable high density residential zoning.
- Administrative updates to terminology within the Policy to ensure consistency with the State Planning Framework.
- Removal of the current exemption that allows the demolition of properties not included on the Heritage List, but located within a heritage area, without the need to obtain development approval.
The effect of this amendment is that the demolition of any dwelling or building located within a heritage area will require development approval from the Town prior to demolition works commencing, regardless of whether the dwelling is included on the Town’s Heritage List.
Submissions close 5:00pm 17 April 2026
Following the close of the submission period, Council will review the submissions and consider the designation of the proposed Nurstead Avenue Heritage Area and the draft amended Local Planning Policy No. 4 – Heritage and Character for final approval.
Copies of the draft local planning policy, map of the heritage area are provided below, at the Customer Service Centre at 35 Old Perth Road, Bassendean and the Bassendean Library.
