The highlights from the February Ordinary Council Meeting (OCM) are below.
DRAFT BASSENDEAN TOWN CENTRE PRECINCT STRUCTURE PLAN
Council has endorsed the Draft Bassendean Town Centre Precinct Structure Plan (PSP) for public advertising, marking the next stage in long‑term planning for the Town Centre.
Required under Local Planning Scheme No. 11, the PSP provides a framework to guide future development, land use, and subdivision within the District Centre zone.
The draft plan reflects technical studies, design review, internal collaboration and input from a Citizens’ Panel.
Key features include a more walkable and mixed residential neighbourhood, a managed approach to building height and density, improved pedestrian and cycling connections, strong built form and landscaping requirements, enhanced public spaces, and support for local jobs through increased residential density near transport and shops.
The draft plan will soon be available for public comment.
NURSTEAD AVENUE HERITAGE AREA AND DRAFT AMENDED LOCAL PLANNING POLICY NO.4 - HERITAGE AND CHARACTER
Council approved the designation of Nurstead Avenue as a Heritage Area and adopted the amended Local Planning Policy No. 4 – Heritage and Character for advertising. The updated policy formalises the heritage significance of the precinct. New design guidelines were introduced to ensure development reflects the area’s established character, including traditional roof forms, natural materials, landscaped setbacks and streetscape cohesion.
The amendments also remove the previous demolition exemption, meaning all demolition within the heritage area now requires development approval to protect heritage values.
These decisions follow extensive community engagement through the Bassendean Precinct Structure Plan process, where residents emphasised retaining trees and green character, managing scale, and supporting development that respects local heritage. Consultation with affected landowners will now proceed in line with legislative requirements.
STREET NAME AND DIRECTIONAL SIGNS POLICY REVIEW
Council approved updates to the Street Name and Directional Signs Policy.
The revised policy confirms the types and styles of street name and directional signage permitted in the road reserve, and outlines requirements for their design, placement and maintenance.
The review did not introduce major changes. The only significant amendment was the removal of Shopping Centres from the list of approved directional sign types, as these are considered commercial in nature.
COUNCIL PLAN QUARTLERLY REPORT – QUARTER 2
Council received the Council Plan Quarterly Report for the period ending 31 December 2025, outlining progress for Quarter Two of the 2025/26 year.
The report showed 18 actions completed, 42 on track and 2 not started, with many ongoing projects progressing across multiple financial periods.
Two actions remained under review: the Ashfield Reserve Masterplan, paused pending the State Government’s station precincts announcement, and the Rights of Way Strategy, placed on hold due to higher priorities and limited resourcing.
