Dog On and Off-lead Areas Survey

We’re inviting community feedback on the locations of dog on‑lead, off‑lead and dog‑prohibited areas across Town of Bassendean parks and reserves.

Our parks are for people, pups and wildlife – so getting the balance right matters. This is your chance to tell us what’s working well and where improvements could be made.

Whether you’re a dog owner, a regular park user or someone who values safe and enjoyable shared spaces, your feedback will help guide future planning, signage improvements and how our public open spaces are managed when it comes to dog access.

We are seeking feedback on:

  • Existing on‑lead areas, where dogs must be on a leash
  • Designated off‑lead exercise areas, where dogs can be exercised under effective control
  • Dog‑prohibited areas, where dogs are not permitted at any time.

Please note: At this stage the Town is not considering the installation of fenced dog exercise areas.

Why is the Town seeking feedback now?

Legislation requires Council to formally endorse dog on‑lead, off‑lead and dog‑prohibited areas and provide public notice before confirming these designations.

This consultation allows the community to provide input so we can understand what’s working well and where improvements could be made.

Are new dog parks or changes being proposed?

No. This consultation relates to the current locations and allocations only. Feedback gathered will help inform future planning and management decisions.

Who can participate?

Anyone can provide feedback – you do not need to own a dog. Residents, visitors and park users are all encouraged to have their say.

How long is consultation open?

The consultation period is open for 28 days from Monday 20 April to 4pm, Monday 18 May.

What happens after the consultation closes?

All submissions will be reviewed and a further report will be presented to Council, summarising community feedback and recommended next steps.

Will my feedback be made public?

Submissions may be summarised in reports to Council, but personal details will be handled in accordance with privacy requirements.

What is an on-lead area?

An on‑lead area is a public place where dogs must be restrained by a leash at all times.

In the Town of Bassendean, this includes:

  • parks and reserves that are not designated as off‑lead areas
  • footpaths, verges and car parks
  • children’s playgrounds
  • sporting grounds when they are in use for training or authorised events.

Dogs must remain on a leash at all times in these areas.

Important:
If organised sport or training is taking place within a designated off‑lead exercise area, dogs must be placed on‑lead for the duration of that activity. Once the organised activity has finished, the area returns to off‑lead conditions (unless otherwise signed).

On‑lead requirements help ensure safety for all park users and protect wildlife.

What is an off-lead exercise area?

An off‑lead exercise area is a designated space where dogs are allowed to be exercised without a leash, provided they remain under effective control at all times.

Off‑lead areas:

  • are formally designated by Council
  • do not include playgrounds, car parks or areas in use for organised sport
  • allow dogs to run and socialise while still requiring responsible ownership.

Even in off‑lead areas, dog owners must supervise their dogs and clean up after them.

What does 'effective control' mean?

When walking your dog in any of our off‑lead reserves, it’s essential to keep them under effective control at all times.

Effective control means:

  • a person capable of controlling the dog is near the dog at all times
  • you have a lead with you so it can be quickly attached if required
  • you are able to recall your dog and give commands to control its behaviour
  • you remove any dog poo left by your dog
  • your dog must not chase or harass any person, animal or wildlife.

Maintaining effective control helps ensure off‑lead areas remain safe, enjoyable and accessible for everyone.

What is a dog-prohibited area?

A dog‑prohibited area is a location where dogs are not permitted at any time, even if on a leash.

These areas are established to:

  • protect sensitive environments or wildlife
  • ensure public safety
  • support other community uses of the space.

Clear signage is installed at dog‑prohibited areas to indicate restrictions. The only current dog prohibited area in the Town of Bassendean is Point Reserve.

How can I tell what rules apply in a park or reserve?

Dog access rules are shown through:

  • signage at park entrances and key locations
  • information on the Town of Bassendean website
  • published lists of on‑lead, off‑lead and dog‑prohibited areas

As part of this process, the Town will be upgrading signage where required to improve clarity.

Why are there different dog access rules in different parks?

Different parks serve different purposes. Dog access rules help balance:

  • dog exercise and responsible ownership
  • safety for children and other park users
  • environmental protection
  • organised sport and recreational uses.

Community feedback helps ensure these spaces work well for everyone.
