About Council Meetings

The Town is committed to ensuring our Council Meetings are a safe work environment, free of risks to the health and wellbeing of Elected Members, Officers and our Community.
Any person attending is required to be respectful, courteous and have due regard for individual rights and differences.
Individuals may be asked to leave should their conduct adversely affect the health and safety of others.
When attending meetings, you agree to abide by these conditions. 

Council Meetings

Briefing Sessions are generally held on the third Tuesday of each month. The function of these meetings is to give Councillors the opportunity to ask for more information on items being presented to that month's Ordinary Council Meeting.

Ordinary Council Meetings are generally held on the fourth Tuesday of each month. Items on the agenda are considered by Councillors, debated as required and decisions made.

Meetings commence at 6.00pm in Council Chambers, 48 Old Perth Road, Bassendean.

Briefing Sessions and Council Meetings are open to the public (excluding confidential items under Clause 5.23 of the Local Government Act 1995). The public have the opportunity to participate by asking questions, making statements or deputations.

Public Participation

Members of the public who attend Council meetings must extend due courtesy and respect to the Council or the Committee, and the processes under which it operates with due regard and respect for the rulings and instructions provided by the Presiding Member (Mayor) in accordance with Meeting Procedures Local Law 2020. 

A person present at or observing a meeting must not create a disturbance at a meeting by interrupting or interfering with the proceedings, whether by expressing approval or dissent, by conversing or by any other means.

Anyone attending a meeting must not use offensive or insulting expressions (including offensive or threatening body language) in reference to or directed at any Elected Member, Officer or member of the community. 

The Presiding Member may provide a warning and if, after being warned, the person acts in a manner contrary to the Meeting Procedures Local Law 2020 or refuses or fails to comply with a direction by the Presiding Member, the person may be expelled from the meeting.

Public Statements and Questions

All members of the public may participate by asking a question or making a statement, during the public participation time at the beginning of each meeting. Members of the public are encouraged to submit their questions and statements in advance by email to yoursay@bassendean.wa.gov.au

Please note, questions and statements made at a Council Meeting must relate to an item that appears on the agenda.

Live Stream and Recording

Members of the community are able to watch Council Meetings in the comfort of their homes by watching a live stream of the meeting. The meetings may also be accessed through the Town’s YouTube page.

Deputations

A deputation is a presentation made by up to five people affected (adversely or favourably) by a matter on the agenda.

A deputation may be accepted in two ways – either:

  1. apply prior to the meeting to the CEO for approval or
  2. with the approval of the presiding member, address the Council. 

The CEO may either:

  1. approve the request and invite the deputation to attend a meeting of the Council; or
  2. refer the request to the Council to decide by simple majority whether or not to receive the deputation.

Presentations

A presentation is the acceptance of a gift or an award and requires approval of the CEO prior to the meeting.
