Council Policy 6.25 provides guidance on the recording of prescribed contact between Council Members and developers.

Council Members shall record every instance of Prescribed Contact with a developer.

Renee McLennan David Briffa, Acton & Don Yates 18/10/2017 9:30:00 AM Meeting at Hedgehogs Cafe Property owned by Mr Yates at 10 Thompson Road, Bassendean, and surrounding land parcel between Lord Street, Guildford Road, Thompson Road and the train line. During a recent visit to the Curtin University Sustainability Policy (CUSP) Institute it was brought to my attention that CUSP was currently involved in a partnership looking at a sustainable development model in the Town of Bassendean. It was discovered that Mr Yates and Mr Briffa had been discussing the potential for a model development as part of the T.O.D.s. Mr Yates then requested the opportunity to meet to share the development concept he and Mr Briffa would like to propose for this area. Mr Briffa outlined the “living TOD community with local utilities” model. Mr Yates & Mr Briffa are keen to present a proposal based on this model to Council and have the identified development precinct incorporated into the intensification plans that will soon be developed by the Town’s strategic land use planner. Requested examples of the type of development that is being proposed be emailed through. Expressed interest in learning more about the concept with staff and the new Council.

Pule Craig Lucanus 8/08/2017 10:00:00 AM Email, phone and visit to home 184 West Road, Bassendean Contact was also made on 10 August, 15 August and 17 August 2017. Mr Lucanus asked about his application and where it would progress. I responded that I would ask our planning officers. The 17 August contact was a policy enquiry - Local Planning Policy No 4, Floodplain Management and Development Policy. I later phoned back and explained the progress of the application, as stated by the officers.
McLennan Balraj Hansra 25/07/2017 10:00:00 AM Meeting at my private residence at 4/1 Anzac Terrace, Bassendean 9 Broadway, Bassendean Appealing the Right of Way condition that formed part of the development approval for the construction of three dwellings at the above property. Mr Hansra presented two options that he considered to be appropriate compromises following a mediation session between himself and the Town of Bassendean facilitated through SAT. He also presented a number of Right of Way policies developed by other local governments. That consideration would be given to his proposal and discussed at the Briefing Session prior to the Ordinary Council Meeting.
Gangell Hawaiian Pty Ltd 18/07/2016 11:00:00 AM Presentation to Councillors Bassendean Village Shopping Centre owned by Hawaiian Pty Ltd and Whitfield Street road reserve Potential development application by Hawaiian Pty Ltd and other items of concerns raised by Councillors regarding the shopping centre As Mayor I received a request on 8 July 2016 for Hawaiian representatives to meet informally with Councillors to discuss a proposed development application they were looking at submitting which would make some alterations to the top level car park and Wilson Street parking. I emailed Councillors to arrange a suitable meeting. The topic was to discuss parking and traffic management at the Bassendean Village Shopping centre. In attendance, from Hawaiian, there was Alison Reid, Jamie Nancarrow and Julie Purser from Hawaiian Pty Ltd. I attended, together with Deputy Mayor Cr Lewis, Cr Pule, Cr Bridges and Cr McLennan. Discussion took place on a similar manner to the previous presentation by Hawaiian given at Council. The discussion was about addressing establishing a public open space at the Dome end of the car park, arranging the car park and right angle parking at Whitefield Street. Also entry and exit positions from West road and Whitefield Street. I, along with Deputy Mayor Cr Lewis and Cr Pule inspected the Whitefield street area concerned with Jamie Nancarrow from Hawaiian. Hawaian Representatives advised that they were likely to submit a development application for Council to consider.
McLennan Hawaiian Shopping Centre (3 representatives including Alison, Jill the Bassendean Centre Manager and a male of unknown name 18/07/2016 11:00:00 AM Informal meeting at Dome Cafe at the Bassendean Shopping Centre Hawaiian Shopping Centre and adjacent Whitfield Street road reserve See below The Mayor, John Gangell, contacted all councillors on 12th July 2016 inviting attendance at a meeting with the Hawaiian representatives as per the below email: On 12 July 2016 at 10:13, John Gangell wrote: Alison from Hawaiian has requested an opportunity to make a presentation and update Councillors on their proposal. Is next Monday July 18 10:00am at Dome suitable for Councillors? Kind regards John. I responded that I should be able to attend but may have my daughter with me. I was aware that fairly recently, other councillors had met with Hawaiian representatives at the council offices with staff in attendance to discuss a parking matter. I was not in attendance at this previous meeting but expected that this particular meeting was an onsite continuation of this meeting. I attended the meeting with Councillors Gangell, Bridges, Pule and Lewis (Cr Brown was ill and no ToB staff were in attendance) and three Hawaiian representatives. A coffee was offered but I declined. The representatives presented a) Plans to convert part of the upper carpark into a public space with trees, seating & a play space with potential for hosting public events such as outdoor movies. This plan would necessitate the loss of some of the current car bays in the upper level. b) Plans to convert part of Whitfield St road reserve to right angle parking to compensate for the potential loss of the upper car park bays. Cr Bridges asked if the plans had been discussed ToB planning staff and they stated that they had. The representatives asked the Councillors what our thoughts were on the proposal and were told that they needed to formally submit a development application and that council would consider the proposal when it was presented with officer comment and recommendations. Following the meeting Councillors Pule and Lewis then went with the Hawaiian representatives to view the Whitfield Street parking proposal and myself, Gangell and Bridges left.

The topic was to discuss parking and traffic management at the Bassendean Village Shopping centre. I assumed that our officers would attend, however,there were no Officers at this meeting. In attendance, from Hawaiian, there were Alison, the Regional Manager and the Centre Manager. I attended, together with Crs Gangell, Mclennan, Bridges and Lewis. Cr Brownreported ill and there were no officers from the Town of Bassendean at this meeting. Coffee was offered and I ordered and paid for my own. Discussion took place on a similar manner to the previous presentation by Hawaiian given at Council and with officers in attendance at that time. The discussion was about addressing establishing a public open space at the Dome end of the car park, re arranging the car park and right angle parking at Whitefield street. Also entry and exit positions from West road and Whitefield street . My response was to ask if these proposals, as presented, had been discussed with Town of BassendeanPlanning Officer and they responded that they had been discussed with Planning Officers. I inform Hawaiian that Councillors would need to again have further discussions with our Planning Officers and the CEO. I responded that Councillors and myself would discuss these matters with our Officers and that we would consider them when presented with Officer recommendations in our formal meetings. Crs Gangell, Lewis and myself inspected the Whitefield street area concerned and the car park with the Hawaiian Regional Manager. Cr Lewis and myself also discussed the clarity of no smoking signs at the Bassendean Village Shopping Centre with the Centre Manager and suggested better clarity signs. That was the end of this meeting.

I responded that 10am didn’t suit me but that I could make it by 11am and suggested the Council offices would be a more suitable venue. I had no reason to question if it was a sanctioned meeting as we had met with an Hawaiian rep (male) in the Council chamber some time before on a parking matter, with staff in attendance, and I assumed this was an onsite continuation of this meeting. I attended the meeting with Councillors Gangell, McLennan, Pule and Lewis (Cr Brown was ill and no ToB staff were in attendance) and Alison and the formerly mentioned male attended from Hawaiian. They offered a coffee but I declined. Basically it was the same parking matter but this time plans were presented that showed what they proposed for the area in the upper carpark they wished to make a public space. Also presented were plans to convert part of Whitfield St road reserve to right angle parking to make up for the potential loss of the upper car park bays. I asked if they had discussed these plans with planning staff and they stated they had. My comment in response to ‘what did we think?’ was that we would consider this when the DA was presented and with officer comment and recommendations. Councillors Pule and Lewis then went with the Hawaiian rep/s to view the Whitfield St proposal and myself, Gangell and McLennan left.
