Application to Construct or Install an Apparatus for the Treatment of Sewage

Health and Environmental Services approve the installation of all on site effluent disposal systems within the Town of Bassendean Such systems include effluent disposal systems at premises where sewer is not available i.e. septic tanks, aerobic treatment units, and also greywater systems which may be installed in either sewered or unsewered areas.

Applications for multiple dwellings and premises which produce more than 540 litres of waste per day can only be approved by the Department of Health.

Installation of effluent disposal systems

All onsite effluent disposal systems installed within the Town must be assessed and approved by Health and Environmental Services. Please complete the Application to Construct or Install an Apparatus For the Treatment of Sewage. Applications must be submitted with the prescribed fee totalling $194.00. This fee is made up of two charges, these being a fee for an 'Approval to Construct an Apparatus' and a fee for a "Permit to Use" an apparatus once it is installed.

Greywater re-use systems

Greywater systems allow households to use wastewater from bathrooms and laundries for the purpose of watering gardens and lawns. The Department of Health approves the design of greywater systems. A list of Approved Greywater Systems can be obtained by contacting the Wastewater Management Section of the Department of Health on (08) 9388 4932.

Approval Process

Once your completed application form is received by the Town of Bassendean, the Environmental Health Officer will access your application to ensure compliance with the relevant legislation, i.e. Health (Treatment of Sewage and Disposal of Effluent and Liquid Waste) Regulations 1974, the Code of Practice for the Design, Manufacture, Installation and Operation of Aerobic Treatment Units (ATU's), Code of Practice for the Reuse of Greywater in Western Australia.

An approved set of plans will be returned to the applicant accompanied with relevant conditions of approval. The applicant is then required to ensure the system is installed in accordance with the approved plans and conditions.

An inspection of the system is required to be carried out by the Environmental Health Officer prior to use. A "Permit to Use" will be issued subject to the Environmental Health Officer being satisfied with the installation of the system. Please note that it is illegal to use an onsite effluent disposal system unless it has been approved for use by an Environmental Health Officer and a "Permit to Use" has been issued.
