Asset Services Information Sheet - Crossovers
Introduction
A crossover is defined as the vehicular crossing between the carriageway and the front boundary of a private allotment by which vehicles enter and leave a private property.
Controlling Body
The following authorities are responsible for approving crossovers:
- Guildford Road - Main Roads WA
- All other roads - Town of Bassendean
While property owners have a right to access their property the Town or Controlling Authority has the right to specify the location, size and construction standard of the crossover. The reason for this is that the crossover is within the road reserve and the Town is responsible for its care, control and management.
Works Within The Road Reserve
It is not a requirement that you must use the Town to construct your crossover but the crossover must be constructed to the Town's specifications.
Where a developer/owner chooses to use a private contractor to construct a crossover an $88 fee will be charged for supervision.
Building Licence
The possession of a Building Licence for works on a lot adjacent to the proposed works in the road reserve does not constitute a permit to work in a road reserve.
Council Contribution
Council will pay a once only contribution toward the cost of construction of a crossover built to the Town's specifications. The contribution applies to one only crossover per dwelling. Two units sharing the one crossover on the same lot will only receive one contribution while separate units on the same lot with individual crossovers will receive a contribution for each crossover.
The contribution is limited to $17.00 per sq meter, max $400.00.
To claim your contribution you must have the crossover base inspected by an officer of the Town prior to the laying of the pavers or pouring the concrete.
Once construction has been completed you must complete the 'Contribution Claim Form' and return it to the Town's Administration Offices. The Town will then carry out a final inspection and providing that everything is in order, a cheque will be posted to the address stated on the form. If there are problems with the crossover, you will be contacted by phone or letter and informed of the problem. These faults must be rectified before the Town will issue a contribution.
New and Upgraded Crossovers
Asset Services will provide a quote for a concrete crossover if requested.
Crossovers Constructed by the Town
The Town of Bassendean does not construct: coloured or patterned concrete; or brick paved crossovers.
If you wish the Town to construct your crossover the position of the crossover must be marked out on-site if the internal driveway is not constructed. Please make sure that the site for the crossover is free of any building materials or rubbish.
Crossovers to be constructed by the Town must be paid for in advance. Payment can be made to the Cashier at the Administration Offices at 48 Old Perth Road, Bassendean. Two weeks must be allowed to have the crossover constructed.
Boundary Levels
The Town will set the level of the crossover at the property boundary line to ensure that the crossover does not interfere with existing or proposed footpaths and to assist with drainage so that water from the road does not enter the property or the reverse.
Requests for crossover levels must be made no less than 24 hours prior to requiring the level for construction.
Footpaths have Priority
The pedestrian footpath network has priority over crossovers. Where a footpath already exists the crossover is to butt up to it and the footpath is to be retained. Where the footpath is on the kerb it will be necessary to remove it and the kerb to create a ramp. The footpath/ramp is to be reinstated with in-situ concrete regardless of the remainder of the crossover construction.
Please seek clarification from a Council Officer before you remove or alter any Council Asset such as footpaths or drainage.
