The Community Development Directorate consists of six of Council's eleven business units. The business units in this Directorate are Library and Information Services, Leisure Services, Children's Services, Seniors & Disability Services, Youth Services and Volunteer & Community Transport Services.

The Community Development Directorate strives to build a better community in Bassendean and enhance the sense of community belonging and the quality of community life in the Town, characterised by vibrant participation, cohesiveness, informed lifestyle choices, social justice and community safety.
