NOTICE OF A SPECIAL COUNCIL MEETING

Dear Council Member

A Special Meeting of the Council of the Town of Bassendean will be held in the Council Chamber, 48 Old Perth Road, Bassendean, on Tuesday, 3 November 2009, commencing at 6.45pm. The purpose of the meeting is to consider amending the Old Perth Road Markets Committee’s Instrument of Appointment and Delegation and to consider amending the Cultural Development Advisory Committee’s Instrument of Appointment and consider two nominations received for this Committee.

4.1            Old Perth Road Markets Committee – Instrument Of Appointment & Delegation (Ref: GOVN/CCLMEET/1 – William Barry, Economic Development Officer)

APPLICATION

To amend the Old Perth Road Markets Committee’s Instrument of Appointment & Delegation.

COMMENT

The Instrument of Appointment & Delegation of the Committee currently states that the membership comprise of:

a)        Two Councillors from the Town of Bassendean;

b)        Minimum of five and a maximum of eleven representatives from the local community, of which three must be traders on Old Perth Road; AND

c)         One representative of the organisation endorsed by Council to run the markets

At the Ordinary Council meeting on Tuesday 27 October, it was suggested that the membership should permit three Councillors to sit on this Committee. The amendment will facilitate the previous position held by Cr Kara Collins as a Community Representative to be amended to Councillor Representative. In turn, the maximum number of Community Representatives will be reduced by one. The overall membership and quorum arrangements will be unaffected. This change will ensure continuity of her valuable input into this Committee.

The Instrument will be amended as follows:

a)        Three Councillors from the Town of Bassendean;

b)        Minimum of five and a maximum of ten representatives from the local community, of which three must be traders on Old Perth Road; and

c)         One representative of the organisation endorsed by Council to run the markets.

OFFICER RECOMMENDATION – ITEM 4.1

That Council amends the Old Perth Road Markets Committee’s Instrument of Appointment and Delegation, as follows:

1.         That the number of Councillors as members of the Committee be increased from 2 to 3; and

2.         The number of representatives from the local community, of which three must be traders on Old Perth Road, be amended from a minimum of five and maximum of eleven members to a minimum of five and maximum of ten members.

Voting requirements: Absolute majority

6.1            Cultural Development Advisory Committee- Instrument Of Appointment & Delegation (Ref: GOVN/CCLMEET/8 – Ross Rayson, Manager Recreation and Culture)

APPLICATION

To amend the Cultural Development Advisory Committee’s Instrument of Appointment & Delegation and to consider two nominations received for the Committee.

This matter is to be considered with members of the public excluded from the Chamber under Clause 5.23 (2) (b) of the Local Government Act 1995, as the officer report discusses information of a personal nature.
