8.1 ANNUAL LOCAL STUDIES DAY (Ref: GOVN.CCLMEET/3 – Allan Caddy, Manager Library & Information Services)
APPLICATION
This report requests the Committee considers the establishment of an annual Local Studies event that is designed to raise the profile of the Local Studies Collection, involve the community and generate content for the Collection.
BACKGROUND
The Manager Library and Information Services had flagged the possibility of establishing an annual event in 2008. The concept envisaged would establish an annual event that relates to a “ Local Studies Collection” specific topic.
COMMENT
The Local Studies Collection is steadily growing and there is a backlog of material awaiting processing to enable the general public to access it. The Collection also has a presence on the Web and within the Library Service.
Nevertheless, ongoing Collection development and the opportunity to bring the Collection to the community’s attention, could be enhanced through the establishment of an annual activity or event that engages and involves community members.
The concept encompasses the following points:
- Give the activity / event an identity ie Unique name;
- Give the activity / event a fixed date in the annual calendar;
- Ensure that the activity/event can involve a wide cross section of the community;
- Incorporate the display of material generated by community members into the activity/event;
- Provide support for participation in the activity/event;
- Material generated by or from the event will need to be evaluated before being taken into the Collection; and
- Acknowledge all material taken into the Collection from the activity/ event in a meaningful manner.
To enable the greatest flexibility for the future, this report suggests that the Committee does not settle on any single activity, event or format in establishing an annual Local Studies day.
To illustrate the concept, the following is offered as examples of what sorts of activity could be considered and some possible outcomes. These examples are essentially rehashed events that have occurred in other contexts, but which could be effectively used to advantage in engaging and involving people .
- “A day in the Life” – people are asked to take a single photo (on the same day) on an identified topic, such as a family member, the front yard, their street, their home, etc;
- “ A Day of Sport” – people take a photo or visual record of their sport for a specified period (an hour, an afternoon or simply a moment in time);
- “A day with Someone Older” - young people are asked to spend time with someone older than themselves, be that a family member or friend, and have them capture/record the event, using a specified format.
The photos, records and reports could be added to the Collection, where relevance is established.
Similarly, opportunities exist in the future for topics of interest and value to the Collection to be put out for community members to investigate, research, report and/or record.
There is also the need to consider that encouragement may be necessary to ensure the best possible participation from all the community. Support by way of subsidy, prizes or awards may be integral to participation.
This brief report is raised for discussion by the Committee.
STATUTORY REQUIREMENTS

FINANCIAL CONSIDERATIONS
Financial imposts in conducting an annual event would be envisaged for publicity, such support as was deemed necessary and for prizes or awards.
However, it is this Manager Library & Information Services’ belief that these amounts would be small and that an inaugural “ Annual Day” would be achievable within the existing budget allocation for the 2009/10 year.
OFFICER RECOMMENDATION – ITEM 8.1
That the Management Committee examines the concept of an Annual Local Studies Day, determines a title for such an event and models a structure for such an annual event.
Lengthy discussion took place on the concept of an Annual Local Studies Day and various ideas on appropriate timing and possible themes.
The Local Studies Librarian left the Chamber, the time being 9.55am and returned at 10.00am with a “Captions and Headings” suggestion list which was tabled for discussion.
The Committee agreed it was an excellent idea and as a result, the following recommendations were agreed for Council endorsement.

LSCC – 2/06/09 MOVED Mr Bridges, Seconded Mr Grogan that the Local Studies Collection prepares and maintains a Local Anniversary Register for notable buildings, institutions, events and organisations.

LSCC – 3/06/09 MOVED Mr Bridges, Seconded Ms Sinclair that the Local Studies Collection Management Committee endorses the concept of an Annual Local Studies Day to be held in or around the month of August.

LSCC – 4/06/09 MOVED Mr Bridges, Seconded Cr Brinkworth that the inaugural event for 2009 be a photographic exhibition with members of the community being invited to contribute photographs taken on a fixed weekend in the July school holidays.

8.2 Local Studies Librarian’s Report (Janet Megarrity)
The Local Studies Librarian attended an induction for the Town of Bassendean on 6 May. Historical information was provided to Human Resources for inclusion in future staff inductions.
ASSESSMENT OF THE COLLECTION
Assessment of Local Studies Collection using the Australian Historical Themes Framework is continuing. The reference collection, main collection and oral history collection, ephemera and fragile ephemera collections and serials have been assessed. The photographic collection is currently being assessed. Newspapers have been microfilmed according to the Collection Management Plan.
Ephemera files have been relocated to the Local Studies Librarian’s office in order to identify biographical files.
Information has been identified about local authors and acquisition of publications by local author is in progress.
Ever Flowing Forward: The Story of Belmont (Maxine Laurie) has been donated by the City of Belmont to the Local Studies Collection.
The WA Football Commission has kindly donated a copy of Behind The Play: A History of Football in Western Australia from 1868.

Information about the Memorial Research Unit has been obtained and access to the database containing information and photographs of war service information has been requested .
ANNUAL HISTORY LECTURE
Arrangements have been made for the lecture to occur on Wednesday, 24 June with Mr Rod Dickson as speaker. Mr Dickson is author of “They Kept This State Afloat: Shipbuilders, Boatbuilders and Shipwrights of WA 1829-1929” and he is also an Honorary Associate of the WA Museum.
VISITS
The Local Studies Librarian attended the Special Interest Group Meeting of Pensioner Guards at the Western Australian Genealogical Society (WAGS) and video taped Mr Paul Bridges’ talk on Saturday 1 March 2009. It was an opportunity to promote the Local Studies Collection and meet members of the Law-Davis family.
The Local Studies Librarian visited the May and Herbert Gibbs art exhibition and met the South Perth Local Studies Librarian in March.
ORAL HISTORY
Interview with Mr Arthur Leggett has occurred. The interview was very interesting and three publications by this local author have been obtained; his autobiography and two collections of poetry.
Oral History Collection - tapes have been checked by a volunteer for their quality and clarity of content. Lesley Sinclair has finished writing 42 abstracts about each early oral history interview and this information has been entered into the library catalogue. This information will help identify relevant oral history interviews- which are often used to answer enquiries.
Conversion of existing taped interviews to a digital format continues. This will preserve the quality of the recording and allow future provision of the information in a variety of formats including wav and mp3.
