GENERAL MEETING OF ELECTORS
(Local Government Act 1995)
HELD IN THE BASSENDEAN COMMUNITY HALL,
48 OLD PERTH ROAD, BASSENDEAN
ON TUESDAY 3 FEBRUARY 2009, AT 7.00PM
Her Worship the Mayor, Cr Tina Klein opened the meeting at 7.00pm and welcomed all those in attendance.
The Mayor introduced all Councillors and Officers of the Town.

2.0 RECEIVING OF THE ANNUAL REPORT
- Report of the Mayor
The Mayor’s Report was included in the Annual Report. Copies of the Annual Report were available to electors at the meeting, distributed through the Bassendean Briefings and were also accessible on the Town’s website.
- Financial Statements
Copies of the audited Annual Financial Statements were available to electors at the meeting, distributed through the Bassendean Briefings and were also accessible on the Town’s website.
- Report of the Auditor
Copies of the Auditor’s Report were available to electors at the meeting, distributed through the Bassendean Briefings and were also accessible on the Town’s website.
GME – 1/02/09 MOVED Mr Turner, Seconded Mrs Crawford, that the Mayor’s Report, Financial Statements and Report of the Auditor be received and accepted.

3.0 PUBLIC QUESTION TIME
Electors were encouraged to take the opportunity to raise questions of the Mayor and Senior Officers about the Town’s performance over the past twelve months.
Mrs Quelch, 49 Haig Street, Ashfield
Following a question from Mrs Quelch asking if Council could assist the residents in eliminating the anti-social behaviour currently occurring in Haig Street, Ashfield, the Director Operational Services undertook to follow this problem up directly with Mrs Quelch tomorrow.
The CEO advised that he will meet with the OIC Kiara Police within next 7 days to discuss the problems in this area. He further encouraged residents to put their complaints in writing through to him to be referred to the Police, in order that an official record can be kept.
Mr Geoff Addison, 69 Hardy Road, Ashfield
Following a question from Mr Addison querying whether buses bring pupils to Ashfield Primary School from outside the area in order to keep the school running, the Mayor took this question on notice pending contact with the headmaster to confirm whether this is accurate.
Mr Malcolm Turner, Devon Road, Bassendean
Following a question from Mr Turner as to whether Council will consider demolishing the Masonic Hall in order to develop the area for the benefit of ratepayers, the Mayor advised that whilst it is heritage listed, Mr Turner’s suggestion could be considered.
Mr Ron Snelgar, 16 Anstey Road, Bassendean
Following a question from Mr Snelgar as to whether Council had considered a deterioration in their investment in the EMRC when compiling the financial statements and annual report, the Director Corporate Services advised that the figure in the accounts is for the period ended June 2008 and is the audited figure from the EMRC. The loss experienced for this period is spread across the six member Councils.
The Mayor further advised that the CEO is in the process of responding to this same question from Mr Snelgar following last month’s OCM.
Mr Gary Butler, 20 Haig Street, Ashfield
Following a question from Mr Butler as to whether Council could apply some pressure on Homeswest with a view to evicting problem tenants in the Ashfield area, the CEO confirmed that one of the properties of concern has been given notice to have it cleaned up by 11 February 2009 or face further action.
Mr Quelch, 49 Haig Street, Ashfield
Following a question from Mr Quelch as to what Council is doing with regard to residents’ complaints about anti-social behaviour in the Ashfield area, particularly the ongoing occurrences of syringes in their yard, despite having complained many times, the CEO explained that to evict problem tenants requires a substantial body of written complaints. He encouraged residents to document their complaints each time, and offered to receive them and forward them on, in order that a record may be kept.
Mr Val Dreyer, 31 Naunton Crescent, Eden Hill
Following a question from Mrs Dreyer asking if Council would consider removing the lower foliage at the intersection of Morley Drive and Wicks Street, which she believes is causing viewing problems, and further, if Council could consider repairing the holes in the fence of the Alf Faulkner tennis court, the Director Operational Services undertook to meet Mrs Dreyer tomorrow and inspect the intersection and further advised that he would have the fence also inspected with a view to repairing the holes.
Mrs Fran Phelan, 15 River Street, Bassendean
Following a question from Mrs Phelan asking what measures Council is taking to control mosquitoes north of the railway line, the Director Operational Services advised that the Town of Bassendean in conjunction with the Eastern Metropolitan Regional Council have a program under which various locations in the Town are baited and monitored, including areas north of the railway line.
Mr Malcolm Turner, Devon Road, Bassendean
Following a question from Mr Turner asking if Council could ensure that rangers are more vigilant in policing people parking on footpaths, particularly in West Road, Officers acknowledged Mr Turner’s request and undertook to speak to the Rangers in this regard.
Mrs Jenny MacLachlan, 3 Prowse Street, Bassendean
Following a question from Mrs MacLachlan querying whether Planet Earth would be an ongoing festival, following its recent success, the Mayor advised that repetition of this festival would be considered through the Cultural Development Advisory Committee.
Mr Geoff Addison, Hardy Road, Ashfield
Mr Addison asked if Council could inspect with a view to repairing, the metre deep holes on the Sandy Beach foreshore, which have already been filled with sand only to have it washed away again.
The Director Operational Services noted Mr Addison’s concerns and advised that the area will be inspected with a view to adopting a solution to stop further erosion in this area.
The DOS further advised that the Town has recently received grants of $115,000 for restoration work in Ashfield Parade and $40,000 for Pickering Park from the Swan River Trust.
Mrs Pat Lloyd, Whitfield Street, Bassendean
Following a question from Mrs Lloyd querying the process for reporting problems, or facilities in need of repair, at the Alf Faulkner tennis courts, the Mayor advised that this can be done either by ringing Officers, or in writing to the CEO. The Director Operational Services further advised that faults can be reported through the Customer Service Centre and they will be recorded. The tennis courts come under Asset Services and the Director undertook to investigate why they may have not been inspected for some time.
Mrs Quelch, 49 Haig Street, Ashfield
Following a question from Mrs Quelch as to whether it would be possible to remove the charity bins from Fisher Street to eliminate the problem of donations being scattered over the street, this request was taken on notice.
4.0 CLOSURE
Members of the public were invited to partake in light refreshments at the conclusion of the meeting.
There being no further business, Her Worship the Mayor closed the meeting, the time being 7.30pm
