9.1            Ashfield Precinct Plan

Subsequent to the last meeting, the Department for Planning and Infrastructure have presented the draft Ashfield Precinct Plan to Council. Council has endorsed the Plan for public comment. The Department will manage the 42 day process that includes a copy of the Plan being letterboxed to all households in the area calling for comment and including a public forum to be held at the Ashfield Soccer Club on Wednesday 25 March form 5.30pm.

An amended final draft Plan will then be developed for adoption by Council prior to sign off by the Minister.

Independently, DPI are conducting a review of Airport and Ellen Brook rail line route options that may impact the Plan.

9.2            Ashfield Community Action Plan

The main work program established by the Committee, the Ashfield Community Action Plan continues to be progressed with the establishment of the Ashfield Community Action Network (Ashfield CAN) that in time will become responsible for the Ashfield Community Action Plan implementation

The public comment period for the Ashfield Precinct Plan has altered the planned process to establish the Ashfield CAN. The DCD, in consultation with the Consultants and DPI, has deferred the workshop to establish the group that was scheduled for 25 March until following the Ashfield Precinct Plan public workshop. It has also been decided to separate the two meetings by sufficient time such that the community is minimally confused by the two processes occurring in tandem. The Ashfield CAN public forum will be held on Wednesday 29 April at 5.30pm at the Ashfield Soccer Club.

9.3            Ashfield Parade Reserve Development Plan

Much of the heavy engineering works have now been completed – including the installation of the fishing platform, kayak ramp and stairs.

9.4            Lobbying Strategy

At the September 2008 meeting, Committee resolved to receive an Officer Report on strategies to lobby the Department for Housing and Works to reduce and maintain Homeswest housing stock in Ashfield to 1 in 9 properties and for the removal of tenants who are repeat offenders of anti-social and criminal behaviour.

Firstly, it should be noted that lobbying is but one form of advocacy. Other forms of advocacy include:

  • Awareness raising campaigns or Public education
  • Research and issues papers
  • Policy education with reform options
  • Voter and candidate education
  • Organising and mobilizing
  • Class action judicial advocacy

Lobbying is a legitimate function within the democratic decision making system whereby attempts are made to influence decisions made on issues by articulating a position to the decision makers. For the Department of Housing and Works then, the decision makers are the State politicians.

Types of lobbying include:

  • Direct lobbying of decision makers
  • Grass roots lobbying for communal action

The principles of lobbying are generic regardless of the issue and as each lobbying purpose is unique, it requires a unique lobbying plan often referred to as the battle plan).

Process of building a lobbying plan:

  • Define and be clear what it is you want achieved
  • Be clear on who is involved in the decision making process on the issue.
  • Determine what and who is most likely to influence the decision maker on the issue to your advantage
  • Determine what resources are required to ensure your position is most influentially put to the decision makers

Therefore, in relation to the notice of motion, the DCD recommends the strategies be:

  • Two separate lobbying plans – one for each proposition
  • Both plans be multifaceted – and include direct and grass roots lobbying strategies
  • Recruit prominent mainstream social activists with widespread credibility and avoid “red-necking” associations/tags
  • Avoid “localized” tags – focus on regional equity for all as a principle
  • Stick to facts - avoid alienation
  • Don’t rely on immediacy or rhetoric
