MINUTES
ASHFIELD STAKEHOLDER ADVISORY COMMITTEE MEETING
HELD IN THE COMMITTEE ROOM, 48 OLD PERTH ROAD, BASSENDEAN
ON WEDNESDAY 10 JUNE 2009, AT 7.00PM
1.0 DECLARATION OF OPENING/ANNOUNCEMENT OF VISITORS
The Presiding Member declared the meeting open and welcomed all those in attendance.

3.0 PUBLIC QUESTION TIME
At the last meeting during question time, clarification was sought on the Department for Housing intention in terms of its housing stock in the Ashfield area. Discussion ensued in which it was agreed officers would establish and report on whether rezoning, as proposed in the Ashfield Precinct Plan, was to be adopted with LPS10 or to be an amendment to the Scheme.
Officers advise that the Precinct Plan remains in draft form and is yet to be adopted. The LPS 10 is now in gazetted and enforce. Any changes to zoning resulting from the TOD Study will therefore require a Scheme amendment.

9.1 Ashfield Precinct Plan
Subsequent to the last meeting, the Department for Planning & Infrastructure has conducted a marketing campaign on the Precinct Plan to facilitate public comment.
The marketing campaign included a letterboxed summary brochure to all households, newspaper advertisements and a community workshop held on 25 March at the Ashfield Soccer Club.
Subsequently, on request of the Town, the DPI extended the draft Ashfield Precinct Plan public comment period until 25 May to facilitate comment from residents living in Bassendean adjacent to Cyril Jackson Senior Campus, who were not a part of the original marketing plan hinterland.
Council hosted a Special Meeting of Electors on 12 May in response to a petition of residents for the same to consider the Precinct Plan and implications to near residents in Bassendean.
The principle issue raised was in relation to loss of amenity from increased housing and traffic through loss of open space with the land use plan for Cyril Jackson Senior Campus.
The meeting was informed that the Department for Education and Training has expressed reticence to relinquish vesting over the land in favour of preserving the site for possible future Secondary School use needs.
The resolution of the Special Meeting of Electors was considered by Council and adopted “to commit the Town to consult with its community, and re affirms that any proposals to change the purpose or zoning of the Cyril Jackson Senior Campus will be subject to consultation with the community.”
In terms of where to from here, Mr Brian Reed, the Manager Development Services advises:
“GHD Planning Consultants are in the process of preparing a Report on Submissions, which will identify all of the submissions that have been received, including a response to the submission, and where it is proposed to change the Plan as a result of the submission. I will attend a meeting of the Project Control Group this Friday to discuss the matter further.
Following this process the Report on Submissions and recommendations for changes to the advertised plan will then be submitted to the two Councils and the Western Australian Planning Commission for endorsement.”
The Mayor raised the notion of an integrated education “precinct” and proposed this could be achieved with the relocation of the Ashfield Primary School to the Cyril Jackson Campus site. In so doing, the Primary School site could be an alternative redevelopment opportunity to that of the Senior Campus. Brief discussion took place.

9.2 Ashfield CAN
The Consultants engaged to develop the Ashfield Community Action Plan completed their involvement in the project on Friday, 1 May with the launch of the Ashfield Community Action Network (Ashfield CAN), logo and website (www.ashfieldcan.info).
The launch was conducted as a “sundowner sausage sizzle” event hosted at the Ashfield Soccer Club and attended by approximately 80 residents.
The event was organised by a working party of residents who had participated in the ACAP consultation process and had indicated an interest in being further involved. The working party was convened by the Consultants. Two planning meetings were held prior to the event and two meetings have been held since.
The post-launch meetings evaluated participant comments, set a following event (Family Movie Night that was conducted on Friday 5 June), considered a program of events for the first Friday of each month, established draft objectives for the Ashfield CAN, considered the nature of formalizing the group (ie Incorporation), elected interim Office Bearers and discussed broadening membership.
The last minutes of the Ashfield CAN are listed on its website.
As this event post dates distribution of the agenda, a verbal report on the outcome was provided and the Committee was pleased to learn that this event was also a success.

9.3 Ashfield Parade Reserve Foreshore Redevelopment Plan
The following information has been provided by Mr Simon Stewert-Dawkins, the Director Operational Services:
“In accordance to the Council adopted concept plan and Swan River Trust and Department of Indigenous Affairs conditional approvals, the following works have been completed to date:
- Drainage and road works;
- Construction of the shared path which includes imprints of birds and plants in the concrete;
- Construction of two evapo-transpiration swales;
- Construction of access stairs to the Swan River foreshore;
- Construction of fishing platform at the foreshore near French Street;
- Stage 1 foreshore and bush area restoration works;
- Installation of three concrete pads for proposed park benches
- Installation of parking signs to restrict vehicles from parking on Ashfield Parade Reserve and the newly constructed shared path, and
- Kayak ramp near Moojebing Street at provide foreshore access; and
- Installation of a temporary “ring lock” fencing;
Funding has been listed in the draft 2009/10 Budget to continue with the rehabilitation works program which will include the following:
- Installation of the balance of the a temporary “ring lock” fencing;
- Installation of three (3) bench seats on the concrete pads;
- Stage 2 & 3 erosion control to the lower and upper embankments, weed control, foreshore and bush area restoration works, and
- Planting up the evapo-transpiration swales.
Residents may be aware that part of the footpath has been removed and re-laid in recent weeks. These works were undertaken as part of the defects liability requirements at no additional cost to the Town.”

9.4 Members Items
It is customarily at this Committee to afford Committee Members opportunity to raise items of importance for consideration that are not included elsewhere in the agenda.
The Presiding Member invited members to raise any issues. The following matters were raised:
Cr Gerry Pule
Cr Pule referred to an approach made to him by some residents with regard to a very popular natural walk at the back of Kenny Street on the Ashfield Flats area and requested that Council give consideration to making this path into a properly constructed pathway.
The DCD reminded Cr Pule that the informal path is a part of the Ashfield Flats (albeit the land is a privately held title) and as such, is not in the Town’s control. Further, the path traverses a seasonal wetland and establishing an all-season path – other than a (costly) boardwalk, is unlikely to be supported by the Swan River Trust on environmental grounds.
Cr Pule further queried the new process used during the recent vegetation pick up.
The DCD advised that a new contractor had been appointed and this could be the reason for the changed methods used.
Mr Gary Butler
Mr Butler queried the regularity of the street cleaning program in the Town. He particularly referred to a tree on the corner of French and Haig Streets, that whilst is a beautiful tree, is regularly loosing its branches and leaves.
Mr Butler further advised that the “keep left” sign had come off on the corner of Maidos and French Streets.
Mr Peter Gilberthorpe
Mr Gilberthorpe referred to the pathway issue raised by Cr Pule and queried whether the right of way law would apply. It was noted that this law originally was part of Old English Law and it was unknown whether this was still the case.
The DCD advised that adverse possession does not exist in this instance as pedestrian access is not being withdrawn; the request is for enhanced access rather than preserved access.
10.0 PUBLIC QUESTION TIME (PART TWO)

Mrs Butler advised that the “No Standing Sign” on Guildford Road just before Old Perth Road has fallen over.
Mrs Butler referred to the Mayor’s earlier idea in relation to the relocation of Ashfield Primary School and raised an alternative idea of possible relocation of the CJ Campus to the primary school site, given the value of the land and the educational advantages of a closer proximity to the river, both ecologically and on a sporting opportunity basis. She asked if Council could talk to the Education Department in this regard, and also raised the possibility of utilising Ashfield Reserve, which is not widely utilised during school hours.
Mrs Butler, on behalf of herself and her fellow residents of the Ashfield area congratulated Snr Sgt Waghorn on behalf of the Police for their valued contribution towards creating peace within the community, which of late has been very quiet.
