9.1 Ashfield Precinct Plan
Report Summary
- The report provides progress information on the Department for Planning and Infrastructures Ashfield Precinct Plan
- Details of the Enquiry By Design process is provided.
Background
At the previous meeting, Committee was provided a copy of the Ashfield Precinct Plan (APP) Project Brief produced by the Department for Planning and Infrastructure (DPI).
The meeting was also informed that the Town’s Manager Development Services (MDS), Mr Reed, is a member of the Appointment Committee.
Comment
The Contract has been awarded to GHD.
GHD has provided Council with a scoping brief prior to the May Ordinary Council Meeting.
The Project Brief includes a three day Enquiry By Design (EBD) process that will involve a range of professional stakeholders in a part time or full time capacity. The EBD is being conducted at the Ashfield Soccer and Sportsman Club (Cnr Colstoun Rd and Haig St) on Monday 16 June, Tuesday 17 June and Friday 20 June. A plenary/summary-of-proceedings session is to be held on Tuesday from 3.30pm and at the conclusion of the EBD process at 12.30pm on Friday. The DCD is advised community members can attend these sessions.
Session titles for the EBD include:
- Site context, analysis and opportunities and constraints
- Design session – regional context
- Design session – movement networks
- Design session – urban design framework
- Presentation of the preferred planning and urban design framework
- Strategic implications and governance issues
The EBD Project Overview and Study Area, produced by GHD, are provided as attachments. Of note is that the location of the railway station is proposed to remain at or near the current site and that Colstoun Road is proposed to be an enhanced commercial centre.
The community is likely to be engaged from approximately September.
The Final Precinct Plan and Report are now scheduled for completion in December.

9.2 Ashfield Parade Reserve Development Plan
Report Summary
- The report summarises project progress to date
Background
Implementation of the Ashfield Parade Reserve Development Plan commenced in February.
Comment
Since the project was officially launched by the Mayor at a “Turning of the Soil Ceremony” at the site on Wednesday 30 January 2008 the following have either been achieved are proposed to be achieved in 2008:
- Road works
- Drainage works
- Southern Evapotranspiration Swale
- Northern Evapotranspiration Swale
- Dual use path
- Fencing
- Access stairs to the foreshore
- Fishing Platform
- Kayak ramp and concrete access path
- Foreshore Planting & Implementation
- Erosion Control
Road works have formed much of the visible works to date. The Fishing Platform, Kayak Ramp and commencement of Foreshore Planting are near term projects (June).

9.3 Ashfield Community Action Plan
Report Summary
- The report provides up date on progress in the Ashfield Community Action Plan project
- Two responses to the Project Brief have been received.
- The report considers the relative merit of the respondents to undertake the project as a confidential attachment and identifies the preferred candidate.
Background
At the last meeting the DCD advised of action taken to acquire a Project Officer to achieve the Project. The advertising resulted in no applications.
Subsequently the DCD revised the Project Brief to being one seeking a Consultant. The Brief was distributed to known social research practitioners.
Comment
Two proposals have now been received. The responses are detailed in a confidential attachment. The preferred candidate is identified and subject to satisfactory contractual negotiations, will be awarded the Contract.
Achieving the Ashfield Community Action Plan in September remains the objective.
ACAP and the Towns Community Crime Prevention Plan
One of the six core objectives of the ACAP is to identify strategies and actions to address crime and safety in Ashfield.
The Towns Community Crime Prevention Plan (CCPP) has now been adopted by Council and registered by the Office of Crime Prevention (OCP).
A $22,000 “new initiatives” grant has been provided to the Town by OCP with the registering of the Town’s CCPP.
Council has resolved to allocate the funds to ensuring the Ashfield Community Action Plan is completed and for implementing determined initiatives of the Plan.
The New initiatives Project Plan submitted to the OCP seeking they agree to the proposed use of the funds for the purpose is included as an attachment.
Advice has been received of the OCP acceptance of the proposal.
Consultants Engagement with Stakeholders
A series of community workshops and forums designed to elicit community aspirations and expectations will be conducted by the consultants.
There will undoubtedly be need to host at least one workshop with Committee prior to the next scheduled Committee Meeting.
The Ashfield Precinct Plan Consultants, GHD, are key stakeholders. GHD have negotiated completion of the Ashfield Precinct Plan by December.

That the information on the appointment of the Consultant to develop the Ashfield Community Action Plan be received.
