ASHFIELD STAKEHOLDER ADVISORY COMMITTEE MEETING
HELD IN THE COMMITTEE ROOM, 48 OLD PERTH ROAD, BASSENDEAN
ON WEDNESDAY 10 SEPTEMBER 2008, AT 7.00PM
1.0 DECLARATION OF OPENING/ANNOUNCEMENT OF VISITORS
The Presiding Member, Cr Klein, declared the meeting open and welcomed all those in attendance.

3.0 PUBLIC QUESTION TIME
The following is a summary of each of the questions raised, together with a summary of the response to each question.
Mr Simon Bell, 17 French St, Ashfield
Questioned whether greenwaste collection could be scheduled for later in the year or for the Town to consider alternative bulk waste collection methods.
The ACEO advised he would refer the request for the consideration of the relevant officer.
Mrs Rose Quelch, 49 Haig Street, Ashfield
Questioned the Town’s policy on burning off, whether there are prohibitive periods and the role of the Ranger in enforcement.
The ACEO advised the Town has a no burn policy and advised the issue will be referred to the relevant Officer.
Mrs Taylor, 51 Haig Street, Ashfield
Mrs Taylor expressed concern over palm trees located on private property which could cause damage in the event of a storm. She also mentioned the poor state of the yard at 57 Haig Street.
Following discussion on the limitations of powers on private property, it was agreed the Environmental Health Officer be invited to assess the risk.
Mr Geoff Addison, Hardy Road, Ashfield
Mr Addison brought to the Committee’s attention the recent stabbing at the railway station and the two break-ins at 2 Colstoun Road, Ashfield.
Mr Addison read extracts from correspondence with Homeswest and a Minister in August and September 2005 which indicated that the Department of Housing and Works would introduce a strategy of reducing the number of older Homeswest housing by selling 6 homes over the next three years. He requested information on how many Homeswest properties had been sold and properties which were intended for sale.
Ms South agreed to take the question on notice and provide a response.
Mr Leo Travis, 73 Hardy Road, Ashfield
Mr Travis commented on the community workshop due to be held on 13th September, indicating that this initiative and the recent survey circulated was a repeat of previous ones and the information had already been submitted on several occasions. Members of the community were tired of being asked for their views and then not being listened to.
The ACEO urged Mr Travis attend and contribute to this new process that has partly been established as a response to his calls for action.
4.0 DEPUTATIONS
4.1 Ashfield Community Action Plan
Mr Haggart introduced Martin De Los Rios and Vivian Garde from GHD Consultants. GHD has been involved in the Ashfield Precinct Plan for DHW. It was expressed as fortunate that the Towns’ social planning project for Ashfield (ACAP) could involve the same consulting organisation as many parallel and over lapping processes exist for both projects and one can benefit from the other.
Mr De Los Rios and Ms Garde provided a description of the project plan and a project progress update. The Community workshop was being held on Saturday, followed by focus group meetings the following week. A survey had been delivered to every household in Ashfield. All collected information would be combined in a final “action plan” report.
Discussion ensued on the low response rate to the letterboxed survey. Some members of the community indicated their willingness to act as deliverer’s and collectors of the survey in an attempt to improve the response rate. Other suggestions on how to encourage more responses were also discussed.
The Consultants sought interested residents nominate to contribute to a stakeholder reference group to assist “fine tune” the ACAP prior to the Plan being put to Council for adoption.
The desire being for the reference group to remain engaged with the Plan through implementation and be known as Ashfield Community Action Network or Ashfield CAN.

9.1 Ashfield Precinct Plan
Considerable work has been undertaken by GHD, the Consultants appointed by DPI to develop the Ashfield Precinct Plan.
Central to the development process has been a three day Enquiry-by-Design workshop involving many professionals from a range of planning disciplines and selected other stakeholders. Community “buy-in” was provided by way of summary outcome and feedback sessions.
On 2 September, GHD presented a draft final Ashfield Precinct Plan to Council. The presentation included:
- A review of the project in general;
- Key directions from the Enquiry-by-Design Workshop;
- Airport Link options;
- Movement Network;
- Walkable Catchment changes;
- Land Use & Density changes;
- Development & Built Form Opportunities;
- Preliminary Precinct Plan; and
- Master Plans for Cyril Jackson Senior Campus and the Colstoun Road area.
The final Plan will be presented back to Council for endorsement to advertise for public comment.

9.2 Ashfield Parade Reserve Development Plan
Much of the “hard” engineering elements to the $1.2m project are well underway. Completion of some elements have been frustrated by a range of unforeseen difficulties. Newsletters to adjoining residences have provided updates.

9.3 Hardy Road and Pearson Street
At the last meeting, Mr Gilberthorpe requested an update be provided on the intersection of Hardy Road and Pearson Street to this meeting.
The Acting CEO advises he is not fully aware of the issues of concern, however, in recent times some concern has been expressed at inadequate line of sight from Kenmure Ave at the intersection with Hardy Road near the Hardy/Pearson roundabout. The concern emanates form a perception of encroaching vegetation from the verge and the proximity of a concrete bus shelter in Hardy Road.
An Officer assessment of the line of sight based on the Austroads Guidelines indicates the vegetation provides approximately 60 metres line of sight which is well in excess of the recommended minimum, being 35 metres.
Further the Officer is of the view the location of the bus shelter doesn’t affect line of sight.
Two accidents have been recorded at the intersection in the past 5 years which is below the threshold for the Town to apply for black spot funding.

9.4 Committee Tenure
In September 2007, Council resolved (OCM - 20/09/07) to retain the Ashfield Stakeholder Advisory Committee and conduct another review in one year’s time. The A/CEO is to develop and present a report to Council on the role played by Committee to date and in the future.
As stated above, Ashfield CAN is proposed to become the mechanism for overseeing the ACAP implementation. Initially the group will be facilitated and supported by the Town’s professional Officers, however, with capacity development and as able, the role of the Town with the group will diminish.
As the development of the ACAP and the Ashfield CAN is yet to be achieved, the Committee agreed to support the recommendation of the A/CEO to seek Council approval to retain the existing Committee structure for a further 12 months.
COMMITTEE/OFFICER RECOMMENDATION – ITEM 9.4
ASAC – 4/09/08 MOVED Mr Sutherland, Seconded Mrs Collins, that Council be requested to extend the tenure of the Ashfield Stakeholder Advisory Committee for a further 12 months in order to facilitate completion of the Ashfield Community Action Plan and the effective establishment of the Ashfield Community Action Network.

10.0 PUBLIC QUESTION TIME (PART TWO)

Mr Geoff Addison, Hardy Road, Ashfield
Mr Addison requested Homeswest conduct more rigorous property inspections as, from his observation, some of the homes were badly presented.
Comment taken on board by Ms South.
Mr Leo Travers, 73 Hardy Road, Ashfield
Mr Travers commented that due to the slow progress in completing the Ashfield Pde restoration project, some people were ignoring the warning signs leading down to the area under construction by the fishing spot because of the delay in the works being completed.
Comment was noted and will be referred to the contractor.
Mrs Lynda Butler, 20 Haig St Ashfield
Mrs Butler congratulated Council on the rapid response to the request for the removal of a power pole at 43 Hardy Road which had been lying there for about 12 months.
Resident
A report was made on a traffic management issue relating to development in Hardy Road. Large trucks are being parked between Fisher and Reid Streets, necessitating people driving on the opposite side of the road to get past.
Issue noted for the attention of the Rangers.
Mr Simon Bell, 17 French St, Ashfield
Mr Bell requested traffic calming devices on French Street to restrict hooning activity.
The issue was noted for the attention of the Director Operational Services. Mr Bell was encouraged to act by calling the hoon hot line that the State Government is currently promoting.
Mrs Rose Quelch, 49 Haig Street, Ashfield
Mrs Quelch again raised the issue of people drinking alcohol in the children’s playground and on the Ashfield Reserve and questioned whether the Ashfield Soccer Club licence permitted take away liquor sales.
The ACEO advised it is unlikely the Club would have the right to sell packaged alcohol for off site consumption and very unlikely to be jeopardising its licence by being in contravention of its licence.
Street drinking would be referred to the OIC Kiara Police Station.
Resident
Poor lighting near Ashfield Reserve was again raised.
The ACEO advised lighting in Ashfield generally and Colstoun Road particularly has been referred to the ACAP.
11.0 MOTIONS OF WHICH PREVIOUS NOTICE HAS BEEN GIVEN
11.1 Notice of Motion – Mr Garry Butler
Mr Garry Butler advised in writing that he wished to move the following at this meeting:
“That an officer report be prepared on the strategies involved in lobbying the Department for Planning and Infrastructure and the Department for Housing and works on behalf of the residents of Ashfield to:
1. Reduce and Maintain Homeswest presence in Ashfield to the agreed 1 in 9 or 11% ratio, from its current well over 22% or 1 in 5 ratio: and
2. Develop strategies and policies to enable the removal of tenants who are repeat offenders of anti-social and criminal behaviour, to protect the safety of residents living within their vicinity.”

The next meeting is to be held on Wednesday, 10 December 2008 commencing at 7.00pm and a Christmas platter would be provided for all members.
Mrs Collins reported on an initiative by Midland Police which was a pilot program banning children from shops during school hours unless accompanied by an adult. It was agreed that this could be investigated further for Ashfield.
